EMARC Launches Adult Foster Care Program!


This winter The Arc of East Middlesex is beginning a new venture that will benefit adults with disabilities and their families.  This new program is Adult Foster Care.  Adult Foster Care offers the opportunity of receiving financial assistance while providing live-in care to your adult family member.
 
The goal of the program is to postpone or avoid the need for out-of- home placement and to ease the financial burden on care-giving families by paying caregivers to provide care in their own homes.
 
Adult Foster Care was originally designed as a fostering program, a program in which unrelated persons care for someone needing a safe, comfortable home.  In 2006, the program expanded to allow family members to care for loved ones with disabilities.  Parents (as long as they are not legal guardians), siblings, aunts and uncles, friends etc already caring for or considering caring for a loved one at home are encouraged to apply.  ** Unfortunately, spouses and legal guardians of the elder or disabled adult are not eligible for this program
 
AFC relies on a 4-member team approach: a Registered Nurse, a case manager, a caregiver and the individual to be supported. 
 
Who qualifies for Adult Foster Care?
  • The individual must meet financial eligibility for MassHealth (Massachusetts Medicaid).
  • Individuals must need assistance with 3 activities of daily living (ADLs) such as bathing, dressing or eating OR
  • Individuals must need assistance with 2 ADLs and need management of behaviors.
 What do Caregivers do?
  •  Caregivers provide supervision, assistance with daily activities and other personal care services as needed.
  • Caregivers are supported by a team of professionals - a Case Manager and RN - through regular home visits and phone support.  They have access to an emergency call system and also receive specialized trainings based on the Plan of Care.
  • Caregivers receive a tax free Difficulty of Care Payment.
EMARC plans to begin accepting applications for this program later this winter.  We are presently assessing interest in the program.
